Critical Success Factors
GSME needs to have a very clear and precise understanding of the particular mix of circumstances and the situation of a First Nation in order to develop the best plan for addressing that First Nation’s infrastructure needs and problems; and to target for development the specific types of businesses that would work for that First Nation, and to make sure that business development is successful.
What can be done will vary from First Nation to First Nation depending on the particular/specific combination/mix of 4 factors:
(1) the opportunities that exist for infrastructure and business development that GSME can bring;
(2) the key requirements for successful business development of the differing businesses that are opportunities;
(3) The options and tools to address First Nations Infrastructure Requirements available as a result of working together with GSME – and the requirements for successful utilization of those options and tools; and
(4) The particular mix of circumstances and the situation of each First Nation – which can vary in important ways from First Nation to First Nation.
The particular mix of circumstances and the situation of each First Nation that are key factors in what specifically will be able to be done, and how things will need to be done include: the interests, priorities, and needs of the First Nation and its members; the capabilities and capacities of the First Nation and its members; and the particular mix of enabling/supporting factors and restrictive/constraining factors that open up or limit possibilities, shape what can be done, and how things will need to be done, to achieve successful outcomes.
We know well the current situation with respect to the first three Critical Success factors.
GSME will need to work together with the First Nation to make certain that GSME has a clear and accurate picture, and the critical information, with respect to Critical Success Factor #4 (“The particular mix of circumstances and the situation of each First Nation”).
For Business and Economic Development we will Need this Critical Information to Make Certain that:
For Infrastructure Development we will Need this Critical Information to Make Certain that:
There are significant business and economic development opportunities even for rural and relatively remote First Nations if they are properly supported, the key requirements for business success are understood and met, and the necessary processes followed.
And much should be able to be done with respect to infrastructure for Canada’s First Nations. GSME has a number of tools and instrumentalities that can be flexibly packaged and deployed to address First Nation infrastructure needs – even the most challenging ones.
But it will be very important to do things in a manner that supports success.
