For instance, if a First Nation has water system improvement requirements, housing needs, and also has electricity needs, if engagement is structured and set up properly , all of these needs could potentially be addressed in a comprehensive and systematic manner – including addressing critical economic infrastructure requirements to enable a First Nation or a Group of First Nations to take advantage of an opportunity for new business development that first requires critical infrastructure to be put in place.

Not all of these infrastructure areas may be needed for development or improvement by Canada’s First Nations Communities, but many of these things are needed, and some are critically needed. However, assistance in all of these areas is possible if required by a First Nation.

Chinese companies have begun a huge wave of construction and infrastructure development that is already reshaping the world.
Before China started undertaking Infrastructure projects in other countries they first spent trillions of dollars over the last 20 years developing absolutely state of the art new infrastructure throughout China and developing world leading design, engineering, and construction capabilities undertaking some of the most difficult engineering projects. Many of the world’s most impressive engineering accomplishments over the last 20 years have been in China, and over the last decade mostly by Chinese firms, using Chinese construction and engineering technology. In the early days, China brought in the best engineering and construction expertise from around the world to help out and to learn from. And learn China’s firms did, but not only did they learn the best existing technology and “know-how”, they further developed and improved those engineering and construction technologies, techniques, and that “know-how”. China’s infrastructure companies have now built up world leading engineering and construction capabilities in many areas.
All the engineering and construction challenges that have had to be met and overcome in developing these projects have allowed China’s major Infrastructure engineering and construction companies to become highly expert at being able to build almost anything, anywhere, and to do it on time, and on budget.

Projects have included Financing and Building Entire Towns – Such as the Baltic Pearl Project
US$1.3 Billion - Baltic Pearl Project
On the coast of the Gulf of Finland, south-west of St Petersburg, China is building a new town for 35,000 residents --with US$1.3 billion of investment from China’s Financial Services Sector.
When finished, the town will have 14,000 apartments, five schools and nine kindergartens, as well as shopping centres, restaurants and cinemas.
Financing and Building Entire Economic Areas Such as the China-Pakistan Corridor:
US$24.5 Billion - China-Pakistan Economic Corridor
An enormous project to connect Gwadar port in southern Pakistan to the west of China involves roads, railways and oil and gas pipelines. When the corridor is finished, it will serve as the main gateway for trade between China and the Middle East and Africa. A plan to build an airport at Gwadar has also been agreed to, as well as the laying of fibre-optic cables between the Chinese border and Rawalpindi.
Financing and Building Massive Power Generation Projects
US$1.15 Billion - West Texas Wind Farm
In 2011, Chinese companies signed a deal to develop a 36,000 acre wind farm in West Texas, one of the largest in the United States. Chinese-made turbines will power the plant. Chinese financial entities are providing $1.15 billion in financing for the project to enable its development.
US$984 Million - Nigeria's Zungeru Hydroelectric Power Plant
The building of a 700MW dam on the Niger river, roughly 90 miles from Abuja. Construction will take five years and three-quarters of the cost will be loaned by China to Nigeria for 20 years.
Financing and Building Major Road and Railway Projects
US$9.9 Billion - Nigeria's High-Speed Railway
A project to roll out an 860-mile high speed railway across Nigeria for trains travelling at 75mph.
US$8.5 Billion - Algeria's East-West Highway Project
An ambitious project to build a six-lane road across Algeria.
When finished the highway will run 756 miles from the Moroccan border to the Tunisian border, connecting Algeria's coastal cities.

First Nations should be involved and deriving major benefits from Natural Resource and Energy Businesses or Projects that are on their lands, or affect their lands. If a project can be demonstrated to have sufficient feasibility and viability. GSME is prepared to engage with, and support First Nations, in obtaining equity positions in projects, and in securing financing for such projects. GSME can bring in major international companies with the technical, managerial capacities as partners for those projects from countries that will be major markets for the output of those projects.
The largest and best market in the world for most Natural Resource and Energy Products is China – although the mix of what they are looking for is changing. And when considering new energy projects with China being a key market for the outputs of a project, the changing nature of China’s energy demand must be a principal project consideration.
Tremendous new opportunities will be opening up in some areas for sales to China, while in others demand will be weakening.
For technically, financially, economically, “regulatorily” and “politically” viable projects in a number of natural resource and energy sectors GSME could bring in Chinese companies with the capabilities to develop the project with local Canadian support that we set up for them, and to sell the production/output of these natural resource and energy projects throughout North America and into China. GSME can also assist in structuring the arrangements and securing the financing. Under the right circumstances, equity positions for the First Nation could be secured, in addition to employment opportunities for First Nation members. However, Natural Resource and Energy Projects will need to first be technically, financially, economically, “regulatorily” and “politically” assessed to determine their levels of risk and profitability – and whether they are definitely viable, GSME can help First Nations do that in the form and extent necessary to meet the requirements of the companies and financing that we would be targeting from China and North America.
To make sure that an initiative is successful GSME and/or its affiliated companies and institutions can assist and support the First Nation from the initial stages all the way through to the operational stage, and provide ongoing support and assistance as required to ensure that the business continues to operate successfully over the long term.
